1. About the Security Cabinet model
August 2025, ward Ben Thanh officially launched the pilot model “Safety Cabinet” at the headquarters of the Vietnam Fatherland Front Committee of Ben Thanh Ward (No. 32 Pho Duc Chinh, Ben Thanh Ward), marking an important milestone on the journey of digital transformation associated with social security. Ben Thanh Ward is the first locality in Ho Chi Minh City to deploy the "Social Security Cabinet" model, marking an important step forward in applying technology to social security, bringing technology closer to the community and contributing to promoting digital transformation in the locality. This is a pioneering model in Ho Chi Minh City, clearly demonstrating the spirit of the policy "All people unite to build new rural areas, civilized urban areas" and "The whole country joins hands for the poor, leaving no one behind".
The Security Cabinet is deployed in cooperation between Ben Thanh Ward Women's Union and Santa Joint Stock Company – the unit owns the smart delivery cabinet technology platform SantaPocket.
2. The meaning and value that the "Welfare Locker" model brings to the community
The An Sinh Cabinet model not only supports disadvantaged communities, but also extends benefits to small traders and people, aiming at three distinct levels of value:

The donor and recipient will be connected through a smart cabinet system and an identification QR code. The entire operation process is digitalized, unlimited in time, without contact barriers, transparent and convenient. - Supporting community economy and creating sustainable livelihoods:
In the next phase, the program will coordinate with the Ward Fatherland Front to implement. Digital transformation of traditional markets, connecting to introduce OCOP products, handmade products. Thereby, small traders are supported in business, financial management and sales on the SantaMarket platform. - Practical digital transformation from the grassroots level:
The Social Security Cabinet is the first step in the strategy of building a two-level digital government, where digital transformation spreads to every member, small trader and household.

3. Beneficiaries of the community campaign "Welfare Locker"
